Former Microsoft legal and strategic head joins HK’s Redotpay

Former Microsoft strategic partnership head for Greater China, Asean, Japan and South Korea, Li Chen, has joined Hong Kong-based stablecoin payment platform RedotPay as general counsel.

Li, who started on 10 August, told China Business Law Journal that in her new position, she would “lead a global legal team of more than 20 people to support the company’s global expansion”.

She joined Microsoft in January 2013 as senior corporate counsel, and was promoted in 2021 to head of commercial legal at the corporate, external and legal affairs department of Microsoft China. In April 2025, she moved from the legal team to the business side as strategic partnerships head for Greater China, Asean, Japan and South Korea.

Before joining Microsoft, Li practised as a lawyer at Haiwen & Partners, Simmons & Simmons and Fried Frank. She later served as senior legal counsel, and then senior vice president and general counsel, at online games company GigaMedia.

Li is admitted to practise in China and New York. She received multiple individual awards at China Business Law Journal’s In-house Counsel Awards in 2025.

Founded in Hong Kong in 2023, RedotPay was co-founded by former HSBC and DBS executive Michael Gao and former ChainUp sales director Jonathan Chan. The company provides instant settlement services between cryptocurrencies and fiat currencies for users worldwide.

Li said RedotPay had more than 8 million users and an annualised payment volume of more than USD10 billion.

In February 2026, Bloomberg, citing people familiar with the matter, said the company was considering a US IPO this year, seeking to raise more than USD1 billion.
