Former vice minister joins Yulchon to expand global reach

Yulchon has expanded its cross-border capabilities with the appointment of Koo Rae Cho as a senior adviser.

Cho, who joined the firm on 3 August, previously served as vice minister for strategy and intelligence at South Korea’s Ministry of Foreign Affairs.

“Cho is a veteran expert in US-South Korea diplomatic and trade affairs, having long served at the forefront of major bilateral issues,” Seok Hoon Kang, senior managing partner at Yulchon, told Asia Business Law Journal.

Cho joined the Ministry of Foreign Affairs in 1991 and was appointed director-general for North American affairs in 2017, before becoming vice minister for strategy and intelligence in 2024.

“Cho is expected to play a key role at Yulchon in helping companies formulate US investment strategies and respond to risks, drawing on his extensive experience in US-South Korea diplomacy and policy expertise gained while serving as director-general for North American affairs,” Kang said.

Cho officially left the Ministry of Foreign Affairs in September 2025.
